Degree of Juris Doctor from Cecil B. Humphreys School of Law at the University of Memphis in 1973. Member, University of Memphis Law Review, 1971-1973. Admitted to the Tennessee Bar in 1973. Admitted to practice before the United States District Court for the Western District of Tennessee in 1979. Mr. Vaughn has practiced before the Tennessee Court of Appeals, the Tennessee Court of Criminal Appeals, and the Tennessee Supreme Court.

Mr. Vaughn serves on the Board of the Shiloh Military Hiking Trails. He was active in the Boy Scouts and Cub Scouts for over ten years.
Mr. Vaughn graduated “With Distinction” from Rhodes College in 1970. He received the Seidman Award in political science and was a member of Phi Kappa Alpha Fraternity.
Mr. Vaughn served with the Tennessee Army National Guard from 1970 until 1976.
Mr. Vaughn was born in Memphis, Tennessee on October 31, 1948. He has been married for over 37 years and has two grown children. He is a member of Lindenwood Christian Church where he has served as a deacon
